In response to COVID-19, CMS is empowered to take proactive steps through 1135 waivers and rapidly expand the Administration’s aggressive efforts against COVID-19.

As a result, blanket waivers were issued and Medicare and Medi-Cal established provider emergency enrollment requirements and procedures for providers seeking enrollment in order to assist beneficiaries with the national COVID-19 public health emergency.

I am a Physician/Non-Physician Practitioner and need to enroll in Medicare.

What is Emergency (Disaster) Enrollment for COVID-19 with Medicare?

Providers may receive a temporary Provider Transaction Access Number (PTAN) for the enrollment with a limited effective date to help support the relief of the national COVID-19 public health emergency.

Once the epidemic has subsided, Medicare will deactivate the COVID-19 issued PTANs when the President declares the disaster is over.

I am a Physician/Non-Physician Practitioner and need to enroll in Medicare through UCSF for COVID-19.

Please complete the Disaster Privileging application and provide the following information.

  7. Medical school and graduation date

Once you complete and submit your Disaster Privileging application, UCSF’s Health Plan Enrollment (HPE) Team will help contact Noridian Healthcare Solutions, our Northern California Medicare Administrator Contractor (MAC), and register/request emergency enrollment on your behalf. The information provided above will be used/disclosed for enrollment purposes.

 

I am a Physician/Non-Physician Practitioner and need to enroll in Medi-Cal.

The Department of Health Care Services (DHCS) established Medi-Cal provider enrollment requirements and procedures for providers seeking enrollment in order to assist Medi-Cal beneficiaries with the national COVID-19 public health emergency.

What are the effective dates for Medi-Cal enrollment for COVID-19?

Providers who successfully enroll will be granted enrollment for only 60 days, retroactive to March 1, 2020. Please note the 60 day emergency enrollment period may be extended in 60 day increments, in accordance with the Section 1135 waiver.

 

Residents - Moonlighting & Billing

CMS has relaxed Medicare billing rules for moonlighting residents.  Residents can bill for their  professional services, including in the inpatient setting, during the COVID-19 public health emergency.  These regulations will apply retroactively to March 1, 2020.  
 

Requirements/Standards for Resident Billing

CMS will allow for Residents services to be seperately billable, if they are performed in the inpatient hospital setting in which they have their approved GME training program, and;

  1. That the services are id entifiable physicians’ services and meet the conditions of payment for physicians’ services to beneficiaries in providers in § 415.102(a),
  2. the resident is fully licensed to practice medicine, osteopathy, dentistry, or podiatry by the State in which the services are performed, and 
  3. the services are not performed as part of the approved GME program.

Telemedicine & Residents

CMS has issued revised guidelines on teaching regulations that require the physical presence of a physician: 

Residents can now provide services under a teaching physician’s direct supervision via interactive telecommunications technology. 

This revision is in effect for the duration of the declared PHE for the pandemic.
